In a report published in 2015, OECD proposes the following classification:

  • ICT generic skills, required to use ICT technologies, devices and software to communicate and collaborate, access and retrieve information, as well as process and publish data;
  • ICT specialist skills, required by ICT professionals to develop, operate and maintain ICT systems and for whom ICT constitutes the main part of their job;
  • ICT complementary skills, required to carry out work efficiently within new, technology-rich environments shaped by ICTs.
