Fourth level of the European reference tool for the description and comparison of qualifications developed at national, international or sectoral level. The learning outcomes relevant to EQF level 4 are:

  • knowledge: factual and theoretical knowledge in broad contexts within a field of work or study;
  • skills: a range of cognitive and practical skills required to generate solutions to specific problems in a field of work or study;
  • responsibility and autonomy:
    • exercise self-management within the guidelines of work or study contexts that are usually predictable, but are subject to change;
    • supervise the routine work of others, taking some responsibility for the evaluation and improvement of work or study activities.

Examples of qualifications at EQF level 4:

  • United Kingdom:
    • England and Northern Ireland: Technical/vocational qualifications level 3, GCE AS and A levels;
    • Scotland: Higher awards, Skills for work higher, National certificate, Professional development award, National progression award, Modern apprenticeship, Foundation apprenticeship (SVQ);
    • Wales: Welsh baccalaureate advanced, Vocational qualifications, AS/A Level, Access to higher education diploma, apprenticeships;
  • Ireland: Level 5 certificate (e.g. Level 5 certificate in hospitality operations), Leaving certificate, Professional award.
