France has been committed for many years to the theme of skills. Initiatives like the 2023 national day ‘Illiteracy and Illectronism at work’ informing about tools fighting the lack of such basic skills are emblematic for the European Year of Skills.

Ranked among the top four countries with the highest number of projects labelled as ‘European Year of Skills’ – reaching 120 in November 2024 – France continues to mobilise with the support of the relevant French coordination team led by Gille Gateau, Director General of the Association for executive employment (APEC), and Marianne de Brunhoff of the General Secretariat of Social Ministries.

Interested ministries such as the labour ministry, national agencies such as ANLCI (National Agency to Combat Illiteracy), companies such as Engie solutions, social partners such as Ipéria, as well as high schools and universities have been intensively involved in initiatives related to the 2023 European Year of Skills by implementing projects and offering relevant activities, which have been awarded with the relevant label.

A notable example is that of the national day ‘Illiteracy and illectronism (digital illiteracy) at work’ organised on 13 June 2023 by ANLCI in cooperation with the labour ministry, which brought together more than 300 stakeholders. The event included workshops and round tables with managers of companies or public organisations, heads of HR departments, members of staff representative bodies and of trade union organisations. During the workshops and round tables participants were able to learn about the various tools offered by ANLCI to fight illiteracy at work, such as Ev@gill and Les Incontournables, and leave with an action plan for their own organisation. Ev@Gill is a free digital platform offering an online diagnostic tool for risks associated with (digital) illiteracy in the workplace. Les Incontournables is a toolbox for companies, skill operators of each professional sector (OPCOs) and training organisations to facilitate the construction and management of training courses for company employees facing (digital) illiteracy.

As a final event of the European Year of Skills, France organised on 11 December 2023 a conference titled ‘Future of work and European sovereignty over skills’, in which European and French VET actors discussed current challenges and needs of the world of work in view of the green and digital transitions. During the conference, representatives of the ministries offered examples of ‘European Year of Skills’-labelled projects across EU.
