In Italy, the national coordinator for the European Year of Skills (EYS) is the General Director of the National Institute for the Analysis of Public Policies (INAPP). To support the national coordinator, a working group (WG) was set up, mandated with important functions including the dissemination of the European Year of Skills objectives, as these are perceived in the national context. To monitor the implementation of dissemination/ publicity campaigns and tools effectively, a strategic communication plan was prepared and several events took place. INAPP has also created a dedicated EYS web page.

The European Year of Skills in the Italian context

The central focus in relation to the European Year of Skills is the expansion of opportunities for access to skills of the workforce and their development, with the aim of fully realising the potential in view of the labour market dynamics triggered by the green and digital transitions.

The general objectives of the EYS can be summarised in four areas:

  • investing more in continuing vocational training and qualifications of workers (reskilling, upskilling);
  • better matching skill supply and demand in close cooperation and synergy between the Public Employment Centres, companies, civil society, and education and training providers and stakeholders;
  • balancing the population’s aspirations and skills with the existing/real needs and opportunities in the labour market;
  • attracting workforce from other countries and facilitating the recognition of their skills and qualifications.

Implementation and dissemination measures 

To support the national coordinator, a working group (WG) was set up at the INAPP. The WG consists of experts and researchers involved in all research and analysis themes of the INAPP. Additionally, the WG is mandated to support the INAPP’s internal organisation and plays an important role in disseminating the national, relevant to the EYS, objectives at regional and national levels.

To maximise the effectiveness of dissemination activities relevant to the European Year of Skills and to update continuously all stakeholders, citizens and ‘end-users’ on the policy framework relevant to skills and skills-related issues in Europe and in different Member States, the INAPP has set up various communication campaigns and tools.

A Strategic communication plan was also prepared, taking into account the input received from relevant national authorities (Ministry of Labour and Social Policies, Ministry of Education and Merit) and from the bodies representing the Regions, all playing a critical role in the Italian governance system.

To improve the visibility of the national coordinator’s activity further, as well as that of the activities and main ‘products’ and their results realised by the INAPP, a web page dedicated exclusively to the European Year of Skills was created. The web page allows for quick and easy navigation to the main documents and the most important resources dedicated to the European Year of Skills.

Lastly, a monthly newsletter dedicated entirely to the European Year 2023 is underway. It will include articles and information on topics relevant to the European Year of Skills.

Until October 2023, more than 140 dissemination activities (e.g. conferences, workshops, career days, etc.) were held in Italy, covering all regions. At the end of the first quarter of 2024, the INAPP plans to organise an event which will focus on the presentation of the initial results of the European Year of Skills, both at national and European levels.
