Since the beginning of the war in Ukraine, Romania decided to ease access to its labour market for Ukrainians under the temporary protection. Their employment is now possible without documents proving a professional qualification or experience, by submitting a self-declaration, except for regulated professions.

The National Agency for Employment (ANOFM) has been supporting the integration of Ukrainians who have declared their interest to remain and work in Romania. It has produced and disseminated information about its services offered to Ukrainian citizens for integration into the Romanian labour market in three languages (Romanian, Ukrainian and English) with links to job vacancies and contact details of relevant stakeholders.

Free services include:

  • professional information and advice, mediation, professional training, assessment and recognition of professional skills obtained in a non-formal or informal context;
  • stands for Ukrainian citizens in national and dedicated job fairs;
  • liaison with the UN Refugee Agency for refugee social protection, and assisted entry into the labour market through weekly presence of the ANOFM in the premisses of the agency;
  • advertisements of job vacancies and ANOFM services on social media and a dedicated website;
  • language courses (Romanian, English) and vocational courses;
  • daily monitoring of employers offering jobs to Ukrainians and overall employment situation of Ukrainian citizens.

Until October 2023, 19 691 Ukrainians had been registered and had benefitted from ANOFM services, including 2 238 who found jobs through the agency; 538 companies published 5 296 job vacancies for Ukrainians in various sectors – from general to highly specialised. 

Changes in the legislation now also allow companies to employ Ukrainian citizens directly, without involvement of the ANOFM. A total of 7 046 such employment contracts in different occupations have been registered in the employee register since February 2022.
